Standoff in Security Ends with Barricaded Suspect Taken Into Custody

One man was taken into custody following a standoff with police Thursday at the Kit Carson Apartments in the 500 block of Marquette Dr. in Security.

According to Natalie Sosa, Executive Assistant to El Paso County Sheriff Bill Elder, at approximately 9:26 a.m., the sheriff's office dispatch center received a report of a disturbance at the apartments. The disturbance involved a bail bondsman who was attempting to pick up a fugitive.

The fugitive was identified as William Rocha, 41. He was wanted on a Failure to Appear on charges of Felony Menacing, Dangerous Drugs and Harassment. He made verbal threats and barricaded himself inside the apartment, according to Sosa.

Deputies responded to the scene and attempted to contact Rocha with negative results. Containment was set up and the Crisis Negotiations Unit (CNU) as well as the Special Weapons and Tactics Unit (SWAT) responded to the scene. CNU personnel attempted several times to persuade Rocha to exit the apartment, Sosa said.

After a long standoff, Rocha surrendered to SWAT units and was placed into custody. He was transported to the El Paso County Jail and booked on the outstanding warrants as well as new charges of Obstruction and Failure to Leave the Premises, Sosa said.
