Both of these amendments are designed to do away with the partisan re-arrangement of voting districts we experience every 10 years. You may have heard the term "gerrymandering." Gerrymandering refers to the practice of one political party, usually the one holding the majority, to manipulate the boundaries of (an electoral constituency) so as to favor one party or class.
