Driveways like this one in Fountain have drainpipes going through the section of gravel from the homes to the main road, creating a waterway which is classified as a city right of way. Depending on the neighborhood, mailboxes and minor additions like railroad ties lining the driveway can be placed in the right of way, but not anything larger.

Recently residents contacted this paper about Fountain city officials removing a structure they had built on what they believed to be their property. City officials said the structure was built in a waterway running between their property and the road, which was classified as a public way (or city right of way).

The residents wondered if any city ordinance forbids building things in a public way, why that policy wasn't applied to neighbors with mailboxes in the public way, and why the city removed a concrete foundation they had installed for the structure. They were also confused as to...
