Trading gravesites for street corners

I would like to ask a few questions regarding the roadside memorial at the corner of Caballero and Fountain Mesa.
As is becoming accepted practice following a death in traffic, signs of remembrance and condolence, flowers, stuffed animals and the like appeared when the man was killed in a motorcycle incident. There is now a stone memorial there with an inscription and the corner has become a permanent memorial to this man.
