Please clarify property rights stance

To Gordon Rick: Support Individual Property Rights? Meaning an individual can determine how their property is used regardless how it negatively impacts their neighbors or community? The minority of residents can live as they please at the expense of the majority? Placing families and children at risk in a deteriorating community?
If property values fall, then property taxes fall which are primarily used to fund schools and services at local parks, law enforcement, fire departments, and emergency services. It's a domino effect.
Please clarify, because Ward 1 or Countryside East and West is clearly declining and is a high transient, rental community. Residents vested in this community can't afford policies that have a negative impact on their neighborhoods. Every resident deserves a safe, clean, thriving community. Buy land or a home in an area without restrictions if you want to live as you please, instead of trying to change codes that protect communities from erosion and neglect after the fact.
